THE CONVICTED OFFENDER’S FLIGHT FROM PLACE OF CONFINEMENT IN THE RSFSR AND THE RUSSIAN FEDERATION (1990-1994): LESSONS FOR THE FUTURE

The article examines the dynamics and reasons of flight from place of confinement in the period from 1990 to 1994. Based on empirical materials, quantitative changes in escapes in various types of institutions have been traced. The main factors contributing to the growth of flight from place of confinement have been identified. Specific examples of typical escapes are given, which were caused by the carelessness of employees, errors in the selection of individuals for non-dual movement and poor operational work. Result: the recommendations of the Main Department of Corrections of the Ministry of Internal Affairs of the Russian Federation for the escapes prevention are summarized, emphasizing the need for an integrated approach to strengthening engineering and technical security equipment, strengthening control, as well as timely updating of preventive documentation for people prone to escape. It has been revealed that effective prevention is possible with the systematic application of the entire range of developed measures.
