THE INVESTIGATIVE FORCES AND MASS MEDIA INTERACTION IN THE DETECTION, INVESTIGATION AND PREVENTION OF ONLINE DATING FRAUD

At the present stage, developing effective legal, organizational, tactical approaches to the interaction between investigative forces and representatives of the mass media in detecting, investigating and preventing crimes committed by using digital platforms, among which online dating services occupy a special place, represents an urgent task for the internal affairs bodies of the Russian Federation. The growing digitalization of interpersonal communications, the widespread availability of dating services and the use of anonymization and fake accounts by criminals lead to an increase in the number of victims and a high latency of criminal acts. In these conditions, the mass media serve a significant source of orienting information and verification information. They can facilitate the identification of crime signs and the initiation of a pre-investigation check, as well as increase the effectiveness of disclosure and investigation by identifying victims, witnesses, recording and disseminating information about the methods of committing a criminal act. At the same time, the use of media materials for preventive purposes ensures the crime prevention by informing the public about typical criminal schemes. Purpose: a comprehensive analysis of the problems and law enforcement features of the investigative forces’ interaction with media representatives when uncovering, investigating and preventing fraud committed by using online dating platforms, as well as developing and justifying on this basis the main directions and organizational and legal measures to improve the effectiveness of detecting and preventing these crimes while complying with the requirements of criminal procedure legislation, the inadmissibility of disclosure of preliminary investigation data and guarantees for the protection of citizens’ rights. Methods: general scientific methods of analysis, synthesis, deduction, induction, generalization and comparison; private scientific methods, in particular a statistical method for collecting and analyzing empirical data on the practice of disclosure, investigation and prevention of fraud on online dating platforms, including taking into account the interaction of investigative units with the media. Results: the study shows that the investigative forces interaction with the mass media when investigating fraud on online dating platforms has independent criminalistic significance. Such interaction facilitates the identification of crime signs and the organization of crime report verification, increases the effectiveness of disclosure and investigation by identifying victims, witnesses, recording and communicating to the public information about ways to commit illegal acts.
